Provisional Data Terms

Version 0.2. Effective October 1, 2026.

Scope

I publish repositories, websites, APIs, downloads, releases, mirrors, and datasets. These terms govern each surface that links to them.

I claim no ownership in official court records, government works, or works owned by others. Those materials retain their existing legal status, and anyone may obtain source records directly from the originating agency. A fact, figure, or record you obtain independently from its source record is outside these terms. These terms govern only rights I hold and conditions on services I operate.

“Covered Materials” means everything I publish on a surface these terms govern, including:

By accessing or using Covered Materials, you agree to these terms. If you do not agree, do not use them.

Uses I permit

I grant you a non-exclusive, royalty-free license to use Covered Materials only for:

Paid journalism, legal services, academic work, and consulting remain within these permitted uses when the work concerns a particular matter or analysis and the Covered Materials are neither sold as a product nor used to build a reusable commercial data asset.

Credit

Every use of Covered Materials, including a single figure or value drawn from them, must credit me by name and identify where it came from, in this form or an equivalent that carries the same information:

Place the credit where the material appears, or in a source note or citation that covers it. The credit is required whether or not you also cite the source record.

Corrections and removal requests

I accept documented correction and removal requests through the issue tracker or contact method on the surface that supplied the data. I may correct, annotate, restrict, or remove material at any time, for any reason, and without notice, including when accuracy, safety, law, or source restrictions warrant it.

Enforcement

The license in these terms terminates automatically if you materially breach them. I may reinstate it in writing after you cure the breach. Source records obtained independently from the originating agency remain available to everyone. Your obligations under these terms survive termination of the license.

Warranty and liability

I provide Covered Materials “as is,” with all faults, for research and informational use. To the maximum extent permitted by law, I disclaim all warranties, express or implied, including warranties of accuracy, completeness, merchantability, fitness for a particular purpose, title, and noninfringement. I will not be liable for indirect, incidental, special, consequential, or punitive damages arising out of or relating to Covered Materials or their use. If you are dissatisfied with Covered Materials, your only remedy is to stop using them.

Governing law and changes

California law governs these terms, without regard to conflict of law rules. Each access or use is governed by the version of these terms in effect at that time. A more specific written agreement controls where it expressly conflicts with these terms. If a court holds any provision unenforceable, that provision will be limited or eliminated to the minimum extent necessary, and the rest remains in effect.
